Every entity in the cybersea is a citizen of that particular sea. An entity can only have one citizenship. If an entity decides to travel, it must do it either on a visa (transient migration) or by exchanging citizenship (full migration).

The citizen set is the set of all entities within a cybersea. They can only have one entry in the set. Creatures, machines, matter all must be citizens of the cybersea.

Each citizen has a identification number unique to the cybersea of which they are a citizen. This is the primary means of identification, participation and communication. In addition, an entity can have a set of aliases but these are distinct and separate from the citizenship nbr.

The citizenship service is responsible for the provision and maintenance of citizenship, for the transfer of citizenship (emigre and immigre), and for the removal of citizenship.
